The high-level personnel have in the past complained that the instructions given did not even get out of Zhongnanhai, in fact, even if the instructions managed to go beyond Zhongnanhai, still, there will be many obstacles and problems that need to be overcome in reality. Having researched this issue for a long time, ANBOUND Consulting has finally came to the conclusion that the problems at the provincial level governments is the major hurdle to the execution of the instructions from the central government. It takes 2 years for the provincial level governments to reach a consensus with the central government. It then takes about 1 year for the provincial governments to communicate the same to the governments of prefectural-level cities and another 2 years or longer for the same to be delivered to the county-level governments. In brief, it takes 5 years or even longer for the central government's policies to be implemented. This is the reality of China’s politics and the complex nature of its society. By knowing the patterns of the transmission mechanism and the practical features, we can have a better understanding on China’s politics and the economic realities in China.
