A domestic debatable argument these years is the establishment of various new districts, mainly including national district and national synthetically reform testing district. ANBOUND chief researcher Chen Gong holds that there is of little significance to promote the reform of new districts nationally and it has gradually evolved into a local preferential policy. Besides, China now has stepped into a new development stage. With the shrink of development space, strategic design for reform becomes increasingly important. Taking the whole country into consideration, the pervasion of "base" is not conducive to the advancement of national strategy in the near future, so we should be prudent on the establishment of “New District”.
